Terry Humphrey

Executive Director and Chief Lobbyist

Terry has more than 40 years of experience as a lobbyist, public affairs specialist, and association executive director in Kansas. She brings invaluable experience, a deep understanding of the process, and access to decision-makers. Her determination to succeed has led to the passage--and sometimes the defeat--of multiple bills in order to improve animal health in Kansas.

Sheila Martinsen, JD

General Counsel

Sheila is a 1991 graduate of Notre Dame Law School and has practiced law in Kansas City for more than 25 years, both in private practice and as in-house counsel at Sprint. She serves as General Counsel, representing KPA on a variety of legislative issues impacting pet animals in Kansas. Sheila is passionate about elevating pet animal standards of care in Kansas and advocating for laws that protect pet animals. She lives in Overland Park with her husband and her two rescue dogs, Maggie and Sheldon.

Reily Goyne

Deputy Director

Reily oversees the organizational responsibilities, including finances, planning, reporting, and support for the Board of Directors. In addition, she manages policy initiatives and works with animal welfare advocates to drive policy and legislative change. She has a B.A. in Public Policy Studies from Vanderbilt University. In her free time, she enjoys playing with her two-year-old golden retriever Casey.

Leslie Alford

Communications Manager

Leslie graduated from Baylor University with a B.A. in Television Communications. She has 20 years experience as a television news reporter and ten years in the world of nonprofit leadership. Leslie has a passion for sharing compelling stories to the world. Strong, clear and creative communication is her approach to all of her interactions with clients, legislators, and other THPAG team members. Telling stories is her passion. She specializes in developing exceptional content that uses storytelling to drive brand awareness, thought leadership and lead generation.
